Consolidación democrática, crisis y nueva tecnocracia en la gerencia pública en América Latina.

Resumen

El discurso nacional popular que actualmente recorre a América Latina se nutre de las contradicciones del modelo económico ortodoxo aplicado en la década de los noventas. Las medidas económicas neoliberales tomadas por los gobiernos civiles en esos años tuvieron un alcance que no ha sido lo suficiente evaluado y, menos aún, valorado. A los tecnócratas, como nuevos gerentes públicos, no se les ha reconocido que en muchos casos tuvieron la titánica tarea de, por una parte, reorganizar el aparato económico y financiero de Estados en quiebra y, por el otro, activar mercados en sociedades donde la idea de competencia libre prácticamente no existía. Mal que bien, a ellos se les debe haber introducidos los nuevos criterios técnicos-administrativos que debían sanar lo maltrecho de nuestras economías deficitarias y las medidas correctivas ante el disfuncionamiento de nuestros aparatos burocráticos.

Abstract

The popular national discourse that is currently sweeping Latin America is nurtured by the contradictions of the orthodox economic model implemented in the nineties. The neoliberal economic measures taken by civilian governments during those years had a scope that has not been sufficiently evaluated or even less, valued. The technocrats, as new public managers, have not been recognized, in many cases to have had the daunting task of, on the one hand, of reorganizing the financial and economic system of failed states and, on the other, enabling markets in societies where the notion of free competition was virtually nonexistent. Somehow or other, they should have introduced the new administrativetechnical criteria that would heal the bad stretch of our economies’ loss and the remedial measures to the malfunctioning bureaucracies.
